There is at least one reason, upstream marked it as an "experimental"
feature. Trisquel exim builds have SPF support turned on. At fsf we've
been using it on gnu/nongnu mailing lists (in conjunction with the dmarc
build option) for a few years, handling millions of messages and it has
worked well.
