[Pkg-exppsy-pymvpa] Working on release goals

OK, I found a corner of my house where I can get a weak wireless
signal from a neighbor (we just moved last week and do not have
internet, yet)

So, I just pushed the new dependency code.  Please check it out and
let me know if you like it.  If so, then I'll remove all the places
where I commented out the old way.

All tests currently pass for me (not shogun, which I do not have installed.)
