There should be no need to de-install, simply reinstall. But before
that: could you run this in python

  >>> import mvpa
  >>> mvpa.base.externals.testAllDependencies(force=True)
  >>> mvpa.cfg

and post the output. This will tell us what pymvpa thinks about the
external dependencies.
