what of the neurodebian apt repositories do you have enabled? (that pkg is n/a
from stock debian/ubuntu repositories)
apt-cache policy | grep -i neurodebian
or in other words either you have following apt repo (or any of its mirrors) setup?
deb     http://neuro.debian.net/debian data main contrib non-free
