I can confirm that this is still a problem with the Catalyst 9.3 driver.
Downgrading libdrm2 is a useful work-around for the Catalyst 9.3 driver.
I simply downgraded from unstable (sid) with the following command:

# aptitude install libdrm2/stable

I did a reinstall of the Catalyst 9.3 packages and a rebuild of the
kernel module after the downgrade but I don't know if that was
necessary.  I thought I'd add the following error messages to this bug
report to facilitate it getting picked up by searchers:

# cat Xorg.0.log | grep EE

(EE) Failed to load module "fgl.renamed.libdri" (module does not exist,
0)
(EE) fglrx(0): [FB] Can not get FB MC address range.
(EE) fglrx(0): atiddxDriScreenInit failed, GPS not been initialized. 
(EE) fglrx(0): XMM failed to open CMMQS connection.

I have pinned the AMD/ATI Catalyst 9.3 drivers along with libdrm2 until
this bug is closed:
