Is the fglrx module getting loaded?  You can check that by booting
using the "single" kernel boot option (which is usually the second
item in the grub menu).  Once booted, do "modprobe fglrx", then check
with "lsmod | grep fglrx".

It may be as simple as lacking the 3.9 linux-headers package.
