The EULA does not permit redistribution. I will ask the Arch maintainer if he has a differently licensed source for his packages or not.
Even if not, the package itself is not the most interesting part anyway since AMD provides working binaries that don't need installation and a package. Making sure that those work on debian would be more important imo atm. I will contact the Arch maintainer about the requirements for getting CodeXL to work.
