Yes, this is unfortunate. And it is not the only duplication that we see
(e.g., Linux Libertine is also there, but with Karl Berry's naming scheme,
and I am sure that many others may be duplicated).

According to our new Font Policy (being written at this moment, I am behind
my schedule here), this is not correct. The proper place would be
opentype/inconsolata (without the truetype and the ttf- parts).

No. I like to use Inconsolata for my console (actually, I am always changing
back and forth between some fonts), and instaling texlive-fonts-extra just
for that is way too much.

Actually, *I* have texlive installed on my systems, but I can completely
understand that people would like to have the font, but not all the baggage
that texlive-fonts-* can offer.

The easy and possible way to fix the duplication of, not only inconsolata,
but other fonts is to move them from texlive-fonts-* to an appropriate
package, and make texlive-fonts-* depend on such package.

Of course, if texlive *needs* a proper font at a given version, then it
should be free to carry that font with it. Otherwise, just depending on the
font being provided by another package should suffice.

Does this address your concern? I think that this would lift some burden of
the shoulders of our texlive team.
