I agree(*1).  There might be many packages (ttf-gfs-*) which 
share the same problem.  For example,
/usr/share/fonts/truetype/ttf-gfs-artemisia/GFSArtemisia.otf
/usr/share/fonts/truetype/ttf-gfs-baskerville/GFSBaskerville.otf
/usr/share/fonts/truetype/ttf-gfs-bodoni-classic/GFSBodoniClassic.otf
/usr/share/fonts/truetype/ttf-gfs-didot-classic/GFSDidotClassic.otf
/usr/share/fonts/truetype/ttf-gfs-didot/GFSDidot.otf

Okay.

I'm afraid moving them from texlive-fonts-* to an appropriate
package and making texlive-fonts-* depend on such package
is not acceptable for TeXLive team.
I guess duplication might be much better option.

Now my main concern is when or if we can clean up some disorder 
between truetype and opentype, i.e. (*1).
