We can provide the English translation for this license, is that okay
for ftp team to review the translated license instead of original one
wrtitten in Traditional Chinese?

Once the translation is completed, we will also try to push it to
upstream so that everyone can see the English translation of that
license.

This is for the old license, not the current license.

Due to the effect of Open Data in Taiwan, government changes their
license to the new one, which permits the derivated work and commerical
use.
