It seems from the git history that they were intended to be identical.  
Perhaps share your finding with upstream - it might be a bug there.

If Opentype fonts render best for some apps and Truetype renders best 
for others, it is probably best to package both, like fonts-freefont-*.
...and package the embedded opentype, SVG and Woff in package *-web 
stored in separate dirs as was recently discussed here on the list.
