Above I emphasize (source versus binary package, and) build-depending
versus depending.

If I understand you correctly, you have added a _build-dependency_ to
the _source_ package. That solves the reported issues in scenarios
involving establishing an official Debian build environment - but does
not solve the reported issue for non-build scenarios.
Debian *-dev packages are not only for Debian package building.
