Debian Qt/KDE team, Debian Octave team and Debian Moodle team just put as 
maintainer the mailing list address and the team members and uploaders.
I'm not sure why you think a new GPG key is required. The .changes and .dsc 
files must be signed by a Debian developer regardless of the Maintainer 
field.

P.S. Those groups also use SVN for packaging and it works quite ok.
