I don't think so.  While it would have been nice, if the author would
have had added a copyright statement to all files, we have enough to be
on the sure side:  A statement, that the files are copyright by him, and
a copyright statement, giving us the rights we want.

(Would be of course a complete other case, if there were files, which
have neither a compatible license header nor are copyrighted by the
author.)
