Addition to menu policy

I am working on new menu structure, and it will contain Games/Tools. See
bug #361418 for more details.

As for freedesktop.org menu, it has problems of its own (personally I
think it is one big mess), so improvements to Debian Menu system may
find their way into freedesktop.org standard. It is not like they are
incompatible.
