Yes, every game included in Debian "main" archive is "OpenContent". If you
find a game in Debian "main" which is not "OpenContent", you should file a
bug against that package.

You can check the Flight of the Amazon Queen license at:
http://packages.debian.org/changelogs/pool/main/f/flight-of-the-amazon-queen/flight-of-the-amazon-queen_1.0.0-5/copyright
which states:
4) You may modify the game as you wish. You may also distribute
modified versions under the terms set forth in this licence, but with
the additional requirement that the work is marked with a prominent
notice which states that it is a modified version.
