Since the Open Source Definition fits the Debian Free Software Guidelines

that most Open Source licenses will be Free too according to the DFSG, and
that any difference will be of interpretation.
You may want to call your software Free instead of Open Source for
political/philosoophical reasons (indeed, so do I), but for 99'99% of the
cases, Free and Open Source are functional synonyms.

False. The Open Source Definition clearly states that source must be
available and freely modifiable. There are no Open Source Certified licenses
with a clause clause like what you describe.
Your example falls in what I would call "available source".
