new GNUstep release

Hi everyone,

I'd like to get the GNUstep transition done soon.  Unless anyone
objects, I will upload the new GNUstep libraries into unstable soon.
(GNUstep in unstable is slightly broken already, because I mis-uploaded
gnustep-back...)  Please let me know if there are any remaining issues
that need to be resolved.  If anyone needs a sponsor, I would be willing
to sponsor updated packages for this transition (though you should try
your usual sponsor first).

Below is my original message regarding changes needed for the
transition.

to debian-release: AFAICT, this transition won't affect any other
transition listed at: http://wiki.debian.org/OngoingTransitions
