What dependency is Glest ./configure wanting?

I did:

apt-get source glest
apt-get build-dep glest
cd glest-3.2.2/mk/linux
sh autogen.sh
./configure

Error was:

checking for OpenGL library... no
configure: error: You need to have OpenGL headers and libraries installed

libgl1-mesa-dev is already installed... What is it asking for?  I cannot
figure it out..
