extremetuxracer: Some improvements from Ubuntu

Hello maintainers,

In Ubuntu, we've applied the attached patch to achieve the following:

  * debian/control: removed implicit build-dep on libsdl1.2-dev
  * debian/copyright: moved src/quadtree.cpp license there
    and changed the GPLv2 text to the standard Debian text

We thought you might be interested in doing the same.
