Can ubuntu carry an empty meta package to fulfil it? (or only build a
metapackage on ubuntu?). I've no idea about the (im)practical pain
nature of this :)

As a search path? You're not allowed to install into it.

You can find a copy of the fhs
in /usr/share/doc/debian-policy/fhs/fhs-2.3.txt.gz .

FHS has not :)

sure how roms fit into /usr/local; under ./share?
