No, it isn't. In Debian, there are two types of packages: source and
binary. Binary packages are what users see. Those are the things that
get installed. Source packages are, as the name suggests, what they
are made from. A source package is compiled in a standard way and
produces one or more binary packages.

In the case of wesnoth, there is one source package, which produces
several binary packages. While the wesnoth-music binary package isn't
very complex, the source package is. If you want to see a simple
package build, check out a source package which produces only one
simple binary package. For example, gfpoken is pretty simple. You can
get it with
apt-get source gfpoken
then you want to check out the files in debian/, especially debian/rules.

And I strongly advise you to read the new maintainer's guide and
developer's reference, or at least their tables of contents. There's
lots of information in there. If you want to make something which has
anything to do with official Debian (even if it's only "this package
should be as good as an official one), then also check out the policy
manual.

The DEBIAN folder is part of the internals of the binary package
format. You almost never need to do anything with it. In fact, you can
be a great maintainer without knowing what it is. ;-)
