I hope I understand you correctly but just follow

Then click on "Asks and Acknowledgements"

You raised concerns about the "compulsory" wording of the sentence

"When you use this, send an email to: matumoto at math.keio.ac.jp
with an appropriate reference to your work."

I agree that this sentence is misleading but the text on the homepage
clarifies the original intent in my opinion.

Another possibility would be to contact the original authors and ask for
another clarification but I think that shouldn't be necessary.

I would deem a comment in debian/copyright pointing to

http://www.math.sci.hiroshima-u.ac.jp/~m-mat/MT/eack.html

appropriate to clarify the intentions of the original copyright holders.
