Such an email in the README.Debian or copyright would make me happy.

If you decide that you know for absolute 100% sure that *that* file wasn't
under the terms that the file claims, you can extract the bits from that
HTML page and put it into the copyright file as well under comments.

Email would be much better to ensure this file was not distributed under
these conditions, and that it was, in fact, a mistake.

Perhaps so, if y'all are 100% sure that this file is *not* subject to
