I have added the missing paragraph as a comment to debian/copyright.

I will ask upstream to include the missing COPYING file. I think this
would be the best approach. I have compared the files in the log4cpp
directory with the official log4cpp package in Debian that states the
license is LGPL-2.1+.

The official project homepage also states that log4cpp is licensed under
LGPL-2.1+. I'll add this information to debian/copyright.
