Fascinating. My local copy of the steam deb file was missing that file. 
It only included /usr/share/applications (the directory) and not the 
desktop file associated with it. The reinstall fixed it (redownloading 
the deb?). Weird. I only filed the bug because it seemed to be 
completely missing here.
