The package has a /usr/share/applications/steam.desktop containing
(among other things) Exec=/usr/games/steam %U, Type=Application and
MimeType=x-scheme-handler/steam;. Do you not have that, or is it failing
to appear in your menus for some reason?

Unrelated, but please avoid using deb-multimedia.org packages if not
absolutely necessary, and in particular avoid deb-multimedia.org
equivalents of official Debian packages: they are often versioned in a
way that causes the deb-multimedia.org version to be considered to be a
higher version than it should be. The GNOME maintainers have had particular
trouble with GIMP being broken by deb-multimedia.org's libbabl and libgegl.

S3TC support is enabled in Mesa since 17.3.0 (the patent that was believed
to cover S3TC expired), so s2tc should no longer be needed for anything.
