Yes, this seems to work as intended in all those situations.
* previously had STEAMDIR = ~/.steam (as set up by 1.0.0.56 Debian
package): continues to use it
* previously had STEAMDIR = ~/.local/share/Steam (as set up by Valve's
packages): continues to use that
* previously had no ~/.steam at all (new user account): installs with
STEAMDIR = ~/.steam/debian-installation
