I just did a clean build from your github repo, and am able to create users.. apart from a problem with /usr/lib/zarafa (see below).. which sounds like it may be related to this, as that's where it looks for the configured user plugin (ldap, db or unix..).

I noticed that zarafa-server installs private libraries in /usr/lib/x86_64-linux-gnu/zarafa, instead of /usr/lib/zarafa.. and I saw some other weird symlinks in there as well.. after removing the symlinks and moving the remaining files to /usr/lib/zarafa, I am able to create and list users. does this solve the problem for you..? I did not see the exact same errors as you do, but it's worth a shot.
