Z-push already uses this version.  The source files of php-mail reflect the  
license change, *except* one of them (Mail-1.2.0/Mail/sendmail.php) which  
still mentions the PHP 2.02 license.  This is the file (one of the files)  
that lintian currently complains about with the z-push package.  So,  
technically, the contents of d/copyright of the php-mail package are  
incorrect.

By now I am nitpicking :)  Let's just play by the rules, and I'll talk to  
upstream about a way to resolve this.  We have to do so for the other files  
anyway.
