No, if there's no DB server installed the package is supposed to skip db
configuration (this worked in the past). Reason is that having a db
server on another machine is perfectly valid. Same if one installs
kopanocore first and then pulls in the database later.

We recommend mariadb-server so it should be pulled in by default
installations - we need to check if this is enough since a recommends
does not ensure the server is already running (since the postinst did
not necessarily run before kopanocore's postinst).
