Hmm, based on that, I would say there is a missing build-depends
here. Versioned with >= the package in the NEW queue.

If you add the missing versioned build-dependency, the autobuilders
will not try to build it yet, they will only try when the BD may be
satisfied. I've seen other people to use this trick and I believe
it's better than the alternatives.
