+"This is very annoying if you try to use GNOME only using the
+keyboard. This is an accessibility and usability problem, and
+that's why it's marked important.

+There's no way to access the panels through C-A-Tab before you
+click them with the mouse. Example:

+I just loged into my gnome session and tried to acces my
+top panel to run a gnome-terminal but the panel was not listed
+in C-A-Tab... I then used the mouse to click the gnome-terminal
+and now metacity puts it on C-A-Tab, but the bottom panel is
