reassign 241283 hicolor-icon-theme
retitle 241283 hicolor-icon-theme: does not include all dirs referenced
stop

I am not 100% certain but it looks like the issue is that
hicolor-icon-theme mentions dirs that it does not include which causes
the warnings to appear. I am reassigning this bug to hicolor-icon-theme.

example:

Icon directory /usr/share/icons/hicolor group 16x16/stock/chart

which appears to be caused by
"/usr/share/icons/hicolor/16x16/stock/chart" not existing in the
package.
