As discussed on IRC:

doc/auto-macros.texi has the same timestamp as doc/libgtop2.info, so the
build process tries to rebuild the latter, but fails because makeinfo is
missing. Either touch doc/libgtop2.info in the debian/rules build
target, or build-depend on texinfo.
