Bug#266620: gnome-panel: Panel empty on fresh install

After installing the base system from sarge I upgraded to sid and
installed gnome. After logging in the top panel is empty and the bottom
panel is gone (looks awful). I will followup with the errors in
~/.xsession-errors ASAP.
