I did NOT say you were using GNOME, but the configuration of the
keybindings is different under GNOME and outside of GNOME.

Yeah but upstream now realizes how it wants its default keybindings to
behave.

The best is to explain how it can be achieved. I think it's not a good
idea to force the configuration of a lot of applications to all users,
even more when this will change from system to system.
This is clearly a per-user configuration, and it can not be set by
debconf.
