Please NMU libeel2-data, removing dependency on libeel2-2

At the same time, I wonder why you also lowered the dependency
libeel2-2 -> libeel2-data to "recommends".

It would have been sufficient to do it in one direction (libeel2-data -> 
libeel2-2).
