Please NMU libeel2-data, removing dependency on libeel2-2

It's probably a bad idea. The only package depending on libeel2-data was
libeel2-2. Without this dependency, i18n will be lost for many users. It
should be done the other way: libeel2-2 depends on libeel2-data, and
libeel2-data recommends libeel2-2.
