Hi,

The schemas file is on the libdevhelp-1-0 package. There are
mainly two problems with devhelp 0.9-7: it should depend on
the exact version of the library, and the code that uses
the schema should be on libdevhelp-1-0's postinst, not
on devhelp's.

This is fixed on 0.9-8, which is now in unstable. Could you
please try upgrading and send more information to this bug
report telling me what happened?
