Bug#257471: missing devhelp.schemas

I did a search at debian.org for devhelp.schemas, and no package
in either testing or unstable had that file.

I had done an apt-get update/ apt-get upgrade just this morning,
to get to this situation where devhelp.schemas wasn't there.  And
then I looked at the bugs.  So, I guess you or someone caught this
between when the package I just installed got uploaded to
unstable, and when I reported the bug.  I'll do the update/upgrade
again tomorrow.
