Bug#257937: gnome-panel: top panel shown at bottom of screen upon startup

I have two panels, one bottom, one top.  When Gnome first starts up,
the top panel is displayed at the bottom of the screen, sometimes on
top of the bottom panel, sometimes underneath it (took me a while to
find it in this case!).  

The properties of the panel show it to be a top panel; if I change it
to bottom, then back to top, it moves to the top of the screen, as it
should.

If, instead, I issue a "killall gnome-panel", the new top panel will
display at the top of the screen with no further intervention, as it
should.
