When clicked, the slider appears set to zero, regardless of
current volume. The slider can be slid as usual but has no
affect on the volume. When released, the slider returns to
zero.

gnome-volume-control works correctly on the same system. The
applet problem described above occurs whether gnome-volume-control
is running or not.
