I have experienced this situation with Nautilus. It was in 2.6.0 though.

It was fixed by setting /apps/metacity/general/disable_workarounds to
false. I had talked with one of the nautilus developers about this, and
he suggested this "fix". I dont know if a bug was actually created for
it though in Gnome's bugzilla. I probably should have followed up with a
bug report at the time.
