Do you use udev? If so edit /etc/udev/permissions.d/udev.permissions
and add this:
pmu:root:disk:0660
to that file, and put yourself to the disk group. I don't know if disk is the
perfect group for it, but it works for me.
If you are not using udev, then simply change the permission of
/dev/pmu so that it's writable by the user who starts gnome.
I believe the message is generated by gpmudmon-applet.
