I agree. libpango1.0-dev's dependencies in both sid and experimental are
sane.

My guess is that the submitter has installed a GNOME package from
experimental (i.e. a package that depends on pango 1.4) and is now trying to
install libpango1.0-dev. As the policy settings are to prefer unstable, no
libpango1.0-dev is available that can coexist with the installed
libpango1.0-0, and install of the experimental one should be requested, e.g.
via "apt-get -t experimental install libpango1.0-dev".
