Bug#247984: gnome-panel: "Main menu" is not localized in japanese

The "Main Menu" comment you get having the mouse cursor staying on the
icon for a little while is not localized in japanese (it shows "Main
Menu" instead of, I guess, something like "メインメニュー").
I didn't check if it was the case in any other language, though.
