Bug#247982: gnome-panel: L10N of the "Add to panel" menu issue

The add to panel menu of the gnome panel gets "fucked up" from a l10n
point of view if an applet doesn't include all the translations for the
categories in the .server file in /usr/lib/bonobo/servers.
For example, if you install imhangul-status-applet and have a locale other
than english or korean, you get a new "unuseful" and quite annoying
"Utility" (in english), while you already have a localized version of this
one in the same menu, containing only the new imhangul-status-applet
item.
For instance, the gnome menu doesn't need the application files
(.desktop files) to contain all the translations for the menu
categories.
Note that since I don't know the mechanisms of how the menu is built, I
can't say if that belongs to gnome-panel or is a more general bonobo
issue.
