 Maybe not, I can not reproduce right now but did you try 'c', ',' to
 produce a 'ç'?  As you can see, the IM providing one to one mapping and
 the same behavior as XInput is configurable, it can be expected that
 the cedilla IM doesn't offer the same mappings.  But, it must at least
 provide keybindings for all characters.
