Thanks for pointing this. I thought it was, but in fact gnome-applets
only depends on gstreamer0.8-audiosink which is a virtual package.
Instead, it should depend on gstreamer0.8-oss | gstreamer0.8-audiosink.

If gnome-applets 2.8 doesn't make it to testing, this should be fixed in
testing-proposed-updates as well.
